CAR REGISTRATION
The following is excerpted from the Connecticut Department of Motor Vehicles (DMV) website: (www.ct.gov/dmv/) The DMV is responsible for registration for all new, used and out of state transfer motor vehicles.
REGISTERING A NEW MOTOR VEHICLE: The following documents are required to register a new motor vehicle in Connecticut:
- Application for Registration and Certificate of Title (Form H-13); Sales tax information to be completed on application
- Manufacturer’s statement of origin assigned by the dealer to the new owner
- Bill of Sale (Form H-31)
- Federal Odometer Statement
- Current Connecticut Insurance ID Card obtained from insurance agent or company
REGISTERING A USED MOTOR VEHICLE: The following documents are required to register a used motor vehicle in Connecticut:
- Application for Registration and Certificate of Title (Form H-13)
- Bill of Sale and Surrender of old Title showing assignment to purchaser indicating release of all liens (if any); Title not required on vehicles manufactured prior to 1981.
- Current Connecticut Insurance Card obtained from insurance agent or company

Federal Odometer Statement, if vehicle is purchased from a licensed dealer or leasing company. The odometer statement should be incorporated in the bill of sale, title or certificate of origin.
Sales tax information must be completed on the application for registration if the vehicle is purchased from a Connecticut dealer. Sales tax is calculated at 6 per cent from bill of sale or book value, whichever is higher, on vehicles seven years old or newer, unless purchased from a dealer. A vehicle that is exempt from sales tax by a family or business relationship must have all local property taxes paid before it can be registered.
REGISTERING A MOTOR VEHICLE FROM OUT OF STATE: A temporary Connecticut registration is needed for vehicles that were previously registered out-of-state. An emissions inspection and Vehicle Identification Number (VIN) is required. Vehicles that are 10 years old or older are also required to have a safety inspection. One free re-inspection is allowed within 30 days for vehicles that fail the initial inspection. Once the emission/safety inspection is done, the following documents are required to be presented to any local DMV office:

Out of state title and registration certificate; if non-titled, verification of ownership from previous state will be required

Emission/Safety Inspection report given at emissions station

Current Connecticut Insurance Identification Card obtained from an insurance agent or company.
Identification is required when registering a new, used or out-of-state vehicle. Forms of identification that are accepted by the DMV include:
- Valid Connecticut Operator License
- Non-Driver's Identification Card issued in Connecticut
- Active or Dependent Military ID
