STATE
SUPPLEMENT FOR THE AGED, BLIND AND DISABLED
Administered by the Connecticut
Department of Social Services, State Supplement
for the Aged, Blind, or Disabled provides cash
assistance to people who are 65+ or who have a
disability. In order to receive benefits,
individuals must have another source of income
such as Social Security, Supplemental Security
Income, or Veterans benefits. People who are
eligible for State Supplement are categorically
eligible for Medicaid.

ELIGIBILITY
Ages 65+ or ages 18-65 with a
disability that meets the criteria for the
Social Security Disability Insurance Program or
the State Board of Education and Services for
the Blind Program;
Must have source of income;
Net income must be below standard of living
established by the state legislature;
assets cannot exceed $1600 for an individual or
$2400 for a couple (If a recipient owns a home,
a lien is placed on the home)
OTHER BENEFITS
People receiving State Supplement
also receive Medicaid. In addition, recipients
who apply and are qualified can receive SNAP
(food stamps) and energy assistance.

APPEAL PROCESS
If your application is denied, you
will be mailed a notice explaining why. The
notice will also tell you about your right to
appeal through a Fair Hearing. Information and
assistance in preparing for a fair hearing can
be obtained from Connecticut Legal Services.
