ENERGY CONSERVATION AND WEATHERIZATION PROGRAMS
Connecticut Energy Efficiency Fund maintains a website with information information about energy conservation for home owners, renters, businesses, and government entities. The CEEF is a partnership of Connecticut's utility companies that is funded by a small charge on customers’ utility bills.
Home Energy Solutions: For all gas, electric, and oil heat customers; no income limit. Cost is $75 and includes energy assessment, weatherization, duct sealing, energy efficient bulbs, insulation and appliance rebates. Call 1-877-947-3873.
Weatherization programs for income eligible households:
Connecticut Housing Investment Fund administers energy conservation low interest loan programs for single and multi-family homeowners. Improvements eligible for loans include roofing, window replacement, siding, caulking and weatherstripping, automatic set-back thermostats, insulation, solar systems and passive solar additions, heat pumps, furnace/heating system replacements. WRAP program, for CL&P customers with income at or below 60% of the State Median Income, provides the following services: Find and professionally seal drafts, cracks and leaks in windows and doors; evaluate insulation; determine if you qualify for energy-efficient appliance replacements; provide and install energy-efficient compact fluorescent lightbulbs and table lamps; install water conservation equipment, such as faucet aerators and low-flow shower heads; provide additional efficiency measures, as needed. To sign up for WRAP services, complete the
application or call 1-800-388-WRAP (9727). Please note that renters must have their landlord complete the Owner's Permission Statement (included with the application). Landlords are required to grant permission for tenants in their buildings.
UI Helps program is for United Illuminating customers with income at or below 60% of the State Median Income. This program provides the same services as the WRAP program described above. Apply online or download an application and mail it in.
Weatherization and Furnace Replacement through Community Action Agencies:
1. The LIHEAP Furnace Repair/Replacement Program is for CEAP/CHAP households, that is, all households with annual gross incomes up to 60% of the State Median Income. This program is only for homeowners; heating systems must be inoperable and must be in owner occupied single family dwellings.
2. The USDOE Weatherization Program goes up to 60% of the State Median Income for all households. The program pays for energy conservation improvements, including storm windows, insulation, replacement or repair of heating systems. The household must not have been weatherized in previous years, and the cost of the system must be leveraged with non-federal funds. The applicant may be required to help pay for the improvements. Systems can be replaced in one or two family units. The owner must be eligible and live in the building. The person whose unit is being replaced, if it is not the owner, must also be eligible and the landlord must agree to pay between $30-$250 toward cost of materials.
A card to request weatherization will be included with client's CEAP/CHAP certification packet. Client must return the card to request assistance; there may be a waiting list; Must apply separately for furnace repair/replacement.
Municipal programs: Some towns offer grants or loans for home improvements, including energy conservation improvements. These programs are usually offered through the building or development offices.
