The following information is found on the Connecticut State Department of Education website:

"In spring 2012, the Connecticut State Department of Education (CSDE) applied for flexibility from certain requirements of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001.  On May 29, 2012, the CSDE received approval from the United States Department of Education.  The approved waiver application establishes a new accountability system for Connecticut."
