RIBICOFF KIDS MEDICAID COVERAGE GROUP
"Ribicoff Children" refers to a
special Medicaid coverage group (F12) for 19 and
20 year olds who meet income and asset limits.
Asset limits are as follows: family of one -
$2000; family of 2 - $3000; and for each
additional family member (beyond 2), add $100
per person up to $3000. Income limits are
approximately 2/3 of the Federal Poverty Level.
Parents' income is counted if
the 19 or 20 year old child lives with the
parents or if the child has the same permanent
address as the parents. Exceptions include a
child who is living in a shelter and a college
student who lives in a dorm. If the permanent
address is the same as the parents, than the
child can be considered a "Ribicoff Kid." A
child's permanent address might be determined by
where a college or university sends tuition
bills. Income and assets of college students who
rent their own residence can be counted
separately from their parents' income and
assets, but all cash contributions for the
student's living expenses are counted as income.
Eligibility for people who are not
U.S. citizens is complicated and dependent upon
several factors. All interested persons who are
not U.S. citizens should call DSS to check
eligibility.
This Medicaid coverage group is
named "Ribicoff Children" after the Senator who
authored the federal legislation providing this
coverage.
Anyone who
has high medical bills or who is anticipating a
major medical expense is encouraged to apply for
Medicaid, because, even when income is over the
limit, they may be able to qualify for Medicaid
under the DSS Spend Down Program.
